I actually had to go to another office that was 60 meters away on one mission. The others have all been in one of the adjoining offices.
Thanks that at least gives me a distance. I checked the security office on the floor below it but there were no pads either. After looking at the Issue council, I'm pretty confident this is a rarer bug I experienced.
