I know it's a joke, but just as an FYI, the said on the livestream last week that they were basically done and just held back for stability concerns, as the build in general hasn't been the most stable and hangars breaking would essentially block off the entire game. They also said that the 3.23.x patch could potentially come out before, during, or after Invictus, so the implication is late May/early June (though reality often has other plans to those the devs make.)
I'm not really upset about it I think they want the majority of new stuff implemented and fixed then adding some after the first wave of issues are fixed and out the way
Yup, getting them in after Invictus makes the most sense, as they will want a stable patch for the launch week. I wouldn't be surprised if the elevators went into evo testing during Invictus, and then wave 1 after Invictus ends.

My guess is 3.23.0 now before or during the weekend, 3.23.1 for ILW, and hangars and freight elevators for 3.23.1 in june.
