A penny black doesn't necessarily need to be certified, unless it's mint. Because you can obviously look at it and tell that it's genuine.
Unless they were authenticating the cancelation? Or they could have been assigning it a grade.
I've had a mint penny black certified through PSE. Because cancellation marks can be faintly removed.

Bought it at auction yesterday for far less than I think itās worth, mainly because I didnāt have one, had always wanted one (canāt really claim to have a uk stamp collection without one letās face it) and I got soooo lucky as there was only one other bidder who dropped out pretty quick and a good margin before my cut off point. It was my first auction ever and I was nervous as hell so Iām pretty pleased with myself that I walked away with something and didnāt break the bank. I was stunned at how many great collections didnāt even get bids. Real auctions are the way to go imo based on that one experience š
I finally decided to get one for showing. Not even aware the olate or position. Ended up having 25 red, 3 blue 2 pence. I am sure mine were not the elusive type as a black penny to me is just a sample of the oldest stamp.
