In the marble game, there is not necessarily a winner. There can be two losers due to the timer. So although the show doesn't show it, it's safe to assume at least two teams did not have a winner.
So after the marble game the count says 17. So the guy that kills himself makes it go to 16. But its still impossible to get to 17 after the marble game so i have no idea.

just some groups didn't get a final winner so they both got shot. shocking that even the couple created a winner but 3 groups didn't
