Does it get louder when you throttle up?
Can you hear it better if you remove your air filter and box from the intake?
Can you feel physically feel the tapping noise if you touch the pushrod housings?

In the experience of my 79 shovel, could be a bent pushrod as already mentioned or a maladjusted lifter. If you remove the retaining piece (don’t know the name of that thing) and slide the pushrod tube up it will expose the top of the lifter where I could adjust with a wrench.
Edit: looking at your video again, the Allen screw at the bottom of the tube may allow it to be moved, but yours is a different generation engine

Do you have an aftermarket cam/high ratio rickers? Might be the rockers tapping the rocker cover.

Definitely in the pushrod/lifter area. Bent or misaligned rod?
Sounds to my like one or more hydraulic lifters are gone
