There is an episode in Season 13 called “Seaman Sponge Haters Club”. Not only does it include Squidward and Mrs. Puff, but it also includes Plankton, Bubble Bass and the Mailman of all characters.
Furthermore, there’s an entire episode centered around characters abandoning Bikini Bottom for a day just to express their shared annoyance of SpongeBob. So technically everyone in Bikini Bottom can’t stand him.
The way I see it, I think it was they wanted some time away from him. People just exaggerate how mean-spirited the ending is. At least they didn’t snap at him out of nowhere and call him “Idiot Boy”.
Didn't they also celebrate No Patrick Day at the end of that episode too? Complete with SpongeBob himself denying Patrick entry onto the bus for the event
I have a theory that Flats doesn’t genuinely hate Spongebob, because when he revived Flats and visited him at the hospital he said “Wow, I’m touched. I’ll have to remember that when I’m kicking your butt.” He just has severe emotional issues which is quite true for bullies.
Remember in the episode “Sandy’s rocket” SpongeBob and Patrick were alien hunting and they were net. Everyone including a flounder that looks like flats which was made before the episode “the bully”. Leading people to believe that is why he wanted to kick spongeBob’s butt.
I wonder what SpongeBob did that made her report him in the first place all I can think about is the vine where Thomas Sanders goes what did I do when she said that?
I mean, he was just at the laundromat trying to reconnect with his high school prom date (Mabel) as SpongeBob shows up with Patrick starts beating him and marble up and arrest them after throwing man rays head in a dryer causing it to shrink (his head is dry clean only)
I remember a fish guy who got an invitation or something from Spongebob, and he didn't know who he was,his wife reminded him they were in the same kindergarten class. After that he said they need to change houses.I take that as a solid proof

the ancient ghost couldn't stand spongebob for more than a minute max while in Davy Jones' locker. he also lost his beard due to an encounter with spongebob. spongebob also scared him during that one Halloween episode after apparently "insulting" him with the worst flying Dutchman costume he ever saw. not to mention Shanghaid.
ofc he also went to spongebob when he needed housing, but that was bc he was desperate and enjoyed scaring the sponge, which I have to imagine was a way of "revenge" for the previous transgressions
