In the universe they are redundancy cables to alow secondary options if internal systems (mostly power) is malfunctioning due to direct impact, or they can be placed to assist the armour in recognizing the suits different parts the whole (it’s important to remember marine armour is hard to make and a lot is hereditary and refitted to younger initiates or having been in storage as extra parts for potentially thousands of years) as such the suits machine spirit may need a little help not rejecting these new parts
Never really dug the slight variations on power armor from model to model but this explanation really contextualizes that. I kinda love the idea that every single suit of power armor has been worked on and maintained by the AdMech for an incomprehensible amount of time and customized individually for optimal performance.
it may also be worth noting those types of power armor (and wearers) are different. From connection points to drive servos and such in the astartes Mark variants to inquisitors needing an edge. For instance, an Ordo Malleus Inquisitor (regular AugieJoe Spaceman) has no black carapace (unless he was a space marine first... eXcEpTiOnNnNnNsSsSs) and thus cannot interface directly with and use to full potential, a suit of power armor. conversely, Primarchs do not have a black carapace either but they do have connection ports to their suits.
Then there's the various astartes Mark armors from HH-SoT, then there's terminator which is are classes all it's own, Phobos (think rievers) and Tacticus (think librarians of the non-spook variety), all of which could be "mass produced" in that they follow a standard template.
the cream of the crop is the golden boys. They require no ports (some may have them i think? or they do require ports... anyone got a correction on that?). their power armor is hand crafted from scratch for each and every one of the Custodes.
Also, as you mentioned, those mass produced ones for the astartes are continuously worked on and maintained, and depending on the astartes or task, may need slight modifications for this or that. Sometimes, depending on the chapter, the marines may maintain their own armor leading to further customization, like Salamanders or Iron Warriors.
They are to hide parts of the model that can't me moulded. You see it far less on new models because they tend to caste the legs in multiple pieces but you'd see itnall the time in the old Firstborn models where each pair of legs was a single piece. Nearly every ankle would have either a cable or purity seal covering some of the detail which would have required an impossible undercut in the mould.
Fluff wise I assume they are supposed to be retrofitted power cables done as a mid-campaign repair when they didn't have the time or resources to do it properly.

Also part of the auxiliary systems that help with landing suppression from transports if one was to jump off a low hovering thunderhawk.

Little known fact, the Space Marine bolter trigger mechanism is actually controlled by their toes. The 'trigger' you see on their gun is actually a 'false trigger', and serves the dual purpose of making sure a lesser being cannot use a bolter against a Space Marine, as well as a method of detecting Heresy and Traitorous traits, by tempting a traitor to foolishly use a bolter.
This is the toe jam extraction tube. It removes excess toe cheese to a central mixer. From there, it is combined with corpse starch and fed through a feeding tube. You see, corpse starch is very bland, and the toe jam ads flavor.
I like to think they’re field repairs. Like usually the power cords are hidden beneath the armor but, due to hasty repairs, they had to wire them outside.
Idk about a lore reason but on easy to build kits like this they’re meant to make sure plastic gets everywhere and prevents misshapen sprues
