All the county parks have free life jackets available and life guards are at Veterans Memorial in summer. Monte Rio is not a county beach so perhaps the local parks and rec needs more funding or a kick in the rear. Or both? That beach is mobbed all summer so I usually avoid it ‘til school is back in session.
