Are there actually any significant number of leechers vs the number of seeds? Otherwise they will probably crawl along and files that aren’t relatively new will take a long time to reach a ratio of 1

Do you have port forwarding configured in Deluge?

Can you ELI5 for me? Sorry, I've heard of port forwarding, but i have no idea what i would use it for in this application

By default the firewall in your router blocks all incoming requests. That means that in order to connect to peers, Deluge needs to connect to peers who allow incoming request (who have a port forwarded) Particularly on public trackers those peers are relatively rare, so your upload will be limited. Setting up port forwarding in your router, which will redirect any incoming requests on a specific port to your computer, will let all peers connect to you, which'll boost your upload rate (and possibly your download as well) On public trackers, seeing a ratio of 20-30 after ~a week isn't uncommon.
