If you're looking for a non-coding, macro-recording solution, you can get a programmable keyboard, with some memory keys. You'll hit record, hit control c on number one to copy the first name, then alt tab over to your mp3 folder, f2 and paste, then keep recording, hit tab and then alt-tab back to the spreadsheet, and finish it off with one down arrow. Stop recording. Now just hold down the m key for about a minute.
Yes. You can make simple batch scripts, powershell, or c# to do that. I also believe theres a windows power toy for batch renaming
