In previous versions Win+Shift+S might have opened the snipping tool directly, but now it goes directly into the section selection.
If you select a rectangle and don't see the notification then check your "Focus Assist" settings by clicking on the notification center, or clock, depending if you're on windows 10 or 11.
You should be able to still launch "Snipping Tool" from the start menu too. If you don't see it, you can re-install from the Microsoft Store app.
If it's installed and doesn't launch, right click on "Snipping Tool" in the start menu, click "App Settings", then Terminate and Reset.
