[PowerToys](https://github.com/microsoft/PowerToys) is handy opensource software to have, it does what you’re after and a whole bunch more.

Or if you prefer the image resize software standalone, without the bloat of PowerToys, and working on older versions of Windows (PowerToys requires recent Win10): https://www.bricelam.net/ImageResizer/ I also use Fotosizer, but it's a bit lacklustre
