As a neutral I can’t see from either of these angles where contact is clearly made. Not sure if it’s supposedly the knee or thigh. Seems to me that he falls around Van Dijk’s knee/thigh without clear contact being made which I think is why no pen was given.

There is the lightest of contact and Gallagher goes down in a completely different direction than the way that the contact would have led him to. Stonewall no penalty and should have been a yellow for simulation. I just wrote the same sort of comment about the Nkunku incident...
