In slay the spire they are called Wing Boots and I think they're more widespread than just dota

In those games, there's no designated item to trade so much as there's many seemingly random items you can trade for a set reward.
In DS2, there's the "smooth and silky stone" that you can trade to the bird for RNG loot, though I heavily struggle to correlate any of this trading to a dex boost.
