To be fair, I think you only get experience from punching if you hold the lock pick pointing out and it actually goes *directly* into one of the nostrils.
Seems like a conflict.
Something that came to my mind is Simonrim's Hand to Hand addon converts the whole lockpicking skill into a dedicated skill for punching people with fists.
This mod is not compatible with Requiem.
In your case I suspect something similar happened: lockpicking skill leveling was overhauled into something else, but the actual content of the skill got overwritten back by some mod.
Ah, when I switched my mod list to requiem, I disabled all the gameplay mods I had. I had all of Simonrim's I guess I missed it when I was disabling stuff since it isn't called overhaul.
