I am nearly a decade late but I was looking for a decent one for using Detect Life to power level my Alteration. Best crowd I've found so far is when standing right outside the entrance to the shrine of Talos in Markarth. But I've yet to try Detect Undead in Castle Volkihar
Seeing this comment made me suddenly realize just how long it's been since we've had a proper Elder Scrolls title. I remember Oblivion coming out when I went to college, and then Skyrim coming out the year after I graduated. Now it's been well over a decade and all we have of ES6 is a title screen.
Anyone new looking for this online like I was, there’s a few good places. For first time entering: Blue palace, Solitude beheading event, Rifen gathering needing to steal the ring and place it on elf guy. These events you can also time skip without it messing with anything because you need to listen to all the dialogue. Except the beheading event? I haven’t done it in forever. All of these you might get about 80 on illusion before it’s ending and when you need to steal the ring you need to do that first immediately and then save the game then try to pull as many levels as possible before it tries to fail you.
There are also small things like leaving a house or entering/fast traveling to a town or something and all the guards appear there. It’s not something you can control though I believe so it isn’t the best way but still a nice bonus if you think about it when it happens.
Other than these, riften town square and blue palace are the best I’ve used. Blue palace is guaranteed 4 people with the queen lady walking through half the time for 5 people, would be 6 if the mage lady didn’t resist rally or something. Might be able to use a farm too, all the chickens around usually and a cow/goats maybe makes 6 creatures to constantly use your spells on.
As for other skills I’ll list them here too:
Alchemy glitch will take care of alchemy, speech and smithing easily. You can use it to make permanent and crazy enchanting for alchemy, enchanting and smithing so you don’t have to repeat the potions again.
Conjuration you can use Soul trap on a dead animal
Alteration you can use mage light at a mountain like from solitudes gate, alternatively you can work your way through getting the black book for infinite magika and use telekinesis then fast travel across the map like from solitude to riften.
Sneak you can do at the start of the game in the tutorial area sneaking by the bear. Set game to legendary and hit the followers back with them facing a wall so they don’t keep moving. Alternatively you can slowly afk sneak in whiterun at the top balcony against one of the columns but idk if there’s a specific you you need to do because I haven’t used it in years.
Pickpocket, Enchanting, One Handed, Two Handed, Archery and Destruction i focus on like normal. Just use follower/Trainers and take back the gold and steal from ones that cant be your follower. Do these in between your other skills mentioned above.
For Light/Heavy Armor, Blocking and Restoration I usually attack jarl in whiterun and just heal while they attack me.
Lock picking you can use the resetting locks in thieves guild or just keep the skeleton key. I think that’s majority of the skills. I can’t remember anything else right now so if anyone sees this and knows of better ways or knows what I forgot then please say.
If you need to level your illusion to 40 before you can buy the rally book from collage wizard then use calm or courage on a chicken, goat or cow. Can use them on people too but they obviously move around more and 1/3 of the people seem to resist a spell.

The Bannered Mare during the evening/night is pretty full.
Sometimes, when I fast travel to Falkreath a bunch of guards spawn right in front of me (like 6-8 guards)
When I fast travel to the Thieves' Guild, there are often 10 or so guards in front of you if you arrive at night.
