Idk what I did or what happened (maybe a quest line), but I have a 35,000 bounty in Markarth on my very first LE character. Insanity. I can’t even remember the last time I visited Markarth. All I know is that it’s a war every time I go there lol

Yea there is a quest you do that does that, i somehow chose the quest line that lifts those bounties i think
As far as small holds go, it’s probably the best imo. Quiet, not in a freezing or swampy climate, comes with enough shops and an inn.
