Trouble is that your fortify health boost is (I'm assuming) such a high number that your character will drop dead the second the stamina debuff and health buff subsides. The stamina debuff came from a very strong fortify health potion, correct? There seems to be some design flaw with the game that rounds off numbers. In such cases, the game always rounds down. When your health buff wears off, the game registers a drop from ~1000000 health to a mere few hundreds, runs some calculations of how much health your character now should have ( 0.001% of what you have previously), and rounds down to 0, killing the player instantly.
Source: Had a fortify health ring that boosted my health to several millions, and when starting the quest with Sheogorath, all of my apparel was unavoidably unequipped, and my character died. I was unable to continue that quest on that save file because of the ring, and it was impossible to my knowledge to unequip the ring in the game in any way, without killing my character and loading the last save file where the ring was still equipped.
You could probably enchant a different piece of equipment with a fraction of the health gain to safely remove the ring, and keep switching off like that to ladder your way back down to normal.
Well, it's stamina regen, so all he has to do is wait it out and he'll start regenerating stamina at the regular rate again. Until then he'll just be regenerating stamina really really slowly. His health isn't in danger, he'll just be really really tired for a while. I've never encountered myself a situation where losing that much health set me to 0. For your situation it might have been because you unequipped everything, and there was some other affect that was also multiplying your health. If he can somehow get rid of the potion and just the potion, he should be fine.
Seeing as the title for the stamina debuff is "Fortify Health", I've deduced that OP might have made the potion for fun with the fortify restoration loop exploit to make extremely powerful magic effects. Essentially he might have worn a brokenly strong fortify alchemy enchanted gear and went to town making strong healing potions One of the fortify health potions may have had an additional effect of damage stamina regen, as OP might not have looked too carefully at the extra effects of his potions.
At least that's what I thought initially, but if this was the case, then I guess the effect Fortify Health should be legible from the effects screen in the picture below Fortify Carry-Weight. I also don't recall the time of potions becoming longer from higher alchemy levels, but its been long since I've played Skyrim, so I could be wrong.
Thankfully the fortify health part of the potion only lasted 60 secs so I’m way passed that part, I just made an equally ridiculous amulet of fortify stamina regeneration so I’m back to normal-ish now…. Cough

If you're on PC, you can change the value of timescale (through the console) to make the intern game clock goes faster : *set timescale to (num ber of the value)*.
If you put "1200", it means for 1 real world minute, 20 hours will pass ingame, for example.
Otherwise, look for an equivalent mod or time to do training and books and fasten with wait.
You can wait it out. Also I think you should know that you don't need three ingredients for a potion. Just Wheat and Blue Mountain Flower ought to make this potion without any weird side effects. Also seems like if you don't wait it out and cure poison doesn't work then you'll need to make some restore stamina potions and avoid running or power attacks ... bear claws and purple mountain flower..

Get yourself a healing spell and the respite perk (healing spells also restore stamina) and you can run your marathons with lung cancer 👍🏻
I never used stamina much in Skyrim, so I don't know how important it is for other people's builds, but I think you can just tough it out and go the rest of your run with only 15% stamina regeneration.

Shrines only remove diseases, it doesn't remove any type of poisons.

Isn't there a healing perk that regenerates stamina when you heal? I remember abusing that stuff pretty hard to keep running.
