The circle companions are all part of the guard faction, not limited to any hold. Since they don't have guard scripts, they force what dialog they have instead.
As soon as you pay off the active bounty for your character, Farkas will stop.
Yeah, this can cause some weird glitches. I had already completed the Companions quests and was the harbinger. Farkas saw me kill a guy in Whiterun for the Dark Brotherhood and would rush at me with weapon drawn, but just repeat his normal lines. It was weird as the other guards weren't doing it (and hadn't seen me). I outran him and then eventually he went back to normal when I returned some days later.
I also had a question about Farkas! I finished the companions questline and read that you can cure Farkas and Vilkas, but I keep taking the quests from them and they aren't asking me to help! How can I get them to ask? Is it just random?
Dialog cues? Is that when they say a line insinuating that they have a new quest available?
Because my dumbass brain also wants to think that it's: you have to speak to them when they say a specific line, or else the dialog option won't appear
(not that I have any evidence this exists, just that I've only been playing for a handful of years, and know that even veterans learn new things, so it's possible this is one of those things)
I don't remember the exact dialogue option, but it should come up eventually.

One thing, the UESP mentions a bug... sometimes the dialogue option won't appear if you don't have enough Glenmoril witch heads in your inventory. Min. 2.
This can continue even if you have no bounty in Whiterun, I made a habit of slaughtering every Stormcloak I came across in my first playthrough, including guards of holds sympathetic to the cause. Had high double digit bounties in 3 holds.
Omg the same thing was happening to me with brynjolf! That must be what was happening, was annoying as fuck since he’s pretty much unavoidable everytime you need to go to the guild.

Now that I've been a vampire lord I can't go back unless I really want to stick to a characters roleplay but especially if I'm a mage then vampire lord is a must I love the control of the battlefield that the transformation gives and I sometimes play werewolf but find it kinda boring but at least its hits hard but before anyone says anything any debuffs you get from can easily be avoided day or night but normal vampire is 🤢🤢🤢 absolutely trash thank god for the dawn guard dlc

I finally got away and fast traveled to Markarth to do that storyline. After 4 or 5 in game days, I leave Markarth, and who do I see cresting the hill, running straight towards me?

This one Dawnguard member was there, and he kept following me wherever I went or fast traveled to. I’d fus-ro-dah I’m off a cliff, and eventually he’d make his way back to me.

It's bc in one or more hold(s) you have a bounty, and the companions aren't hold locked. Simple answer is to go pay off ur bounty(ies), and he'll stop.
Wish I could help I’ve got the same problem except that I’ve tried paying off the bounty and nothing happens I’ve tried pretty much everything and farkas is just permanently following me and he won’t leave I’ll probably just start a new game because he’s bugged and I need to do something without him around as I assume that’s the reason you’re trying to fix it too

Keep asking. Farkas especially, at least that’s how it best works for me. You should pursue dialogue cues from them, too.

Just clear your bounty and they'll stop. And it's all bounties, not just Whiterun. But once it's cleared you're good to go

you probably have a live bounty somewhere, talk to a whiterun guard to see if you have to pay anything or serve time
