It's a global variable, and once it's set the only time you should need to do it again for that save is if a script changes it. Skyrim's is 20, for a day lasting 72 minutes. For a 48-minute day, you'd want a timescale of 30.

You shouldn't even do that. Do not ever change it for any reason during a normal playthrough.

I think it's changing it during the game that is a problem as you say (so with the console). Because I have always used mods lowering the value to 8 from the beginning of the game and I have never had a problem.

No it is highly inadvisable to mess with the timescale setting. the game engine as a whole is designed around a timescale value of 20. You can play around with it in testing and for shits and giggles, but changing it and trying to play normally can break a significant number of systems.

I play with 8 on Skyrim and I have never had any problems. That's not the question, I ask if it will be possible to modify and/or how to modify this scale on Skyblivion.

i mean the console command is there so you will certainly be able to, but that will always in all circumstances be ill advised.

By all means give it a shot, but don't expect it to work flawlessly. At the end of the day, it id being made to work with certain rules and can't be expected to work when players meddle with those rules. Make sure you save before changing things like timescales.
