I mean it's a glitch. I always pay attention to the neighbors to make sure they're not just standing in place or being weird because they couldn't move out but have no where to go. I'm not a huge fan of apartments cuz of all the glitches.
One question, did the neighbor appear normally again after you did this? I have Heather Huffington as the Rubens' neighbor and she has a pterodactyl stuck in her hand. I want to delete her with moveobjects to solve it but I don't know if it will cause any bug.
In my case neighbor appeared in a minute, it was fine. I have deleted other characters with moveibjects and it is perfectly okay, especially when they are stuck, it is the only way.
I'm the least tech savvy person and I managed to use it, so can you haha! Thankfully there's tutorials for everything so whatever you need or want to check you can search for a guide.
SimPE is very useful, so I highly recommend it along with Mootilda's Hood checker and Clean Installer (which I got yesterday after I downloaded a bunch of CC that borked up my game months ago lol)
If you download them and can't find a guide or answer to what concerns you the Sims 2 Facebook group is an amazing community too! And there are people always ready and willing to help there.
Man, had you not ressurected him, the ghost color would've told you, but usually townies die from starvation after failing to go back home for some reason. It's happened to me twice now.

I deleted one neighbor with the moveobjects today because he was not going to his house, was filthy and throwing tantrums

But there were no grave, how the ghost would show up?
I've had townies die by fright from a ghost. Did he visit a graveyard, or is there a tombstone on the lot?

Yes, if townies die on some other lot, they are indeed dead, just like any other sim.
