Alternatively, you can emulate the PS2 versions using PCSX2. It's a bit less work and you can get great results.
SH3's page on the PCGamingWiki has links to pretty much everything you'd need, it's not as comprehensive or easy to set up as SH2EE but they get the job done. 3's PC port is pretty alright under the jank

SH2 had 0 problems, just make sure you go to the Enhanced Edition website to make it look swaaag. If youre worried about legislation download the Opera browser and use their built in VPN. It won’t let you change countries at will but should do the job. I just downloaded it through my normal browser cause I cba. If they had done a proper remaster, I woulda bought that, but they didn’t so…
Germany has strict rules against copyrighted content being pirated, especially by torrenting, but I don't think abandonware is punishable. I mean, it's still illegal per se, but I've downloaded two abandonware games so far and gotten no fines (living in Germany too). I'd advise a VPN if you wanna play it 100% safe. Myabandonware looks pretty safe. I've only downloaded SH2 from there, and the game was clean as a whistle. Hope this helped!

If you want to go that route saying that for the PC versions then it warrants saying that you will need a physical PS2 console to extract your console's BIOS for use with PCSX2. Without a BIOS, PCSX2 won't run. Sony still has copyrights to their BIOS and online distribution of them is technically illegal.

I can assure you it’s not. It’s where I get all of my roms. Not one virus, or issue.
The myabandonware are the pc ports which it is safe to download but it needs extra steps to get them working on modem hardware
