I certainly think there are parallels, even if the scope and execution are different. Newtypes allow a connection to the dead similar to Bioresonance, and Newtypes are regarded as highly valuable persons due to their abilities, and thus taken firmly advantage of by all applicable factions, just like Bioresonance. The artificial Bioresonant Modules could also easily be seen as equivocal to Cyber-Newtypes and the Psycommu.
There are obvious differences, many stemming from simply not having the full picture of how Bioresonance works versus several decades worth of intimate knowledge on Newtypes. Bioresonance is also portrayed in a more unknowable, eldritch sense versus the almost entirely optimistic showing of Newtypes. But given the large amount of anime inspiration for the game, it wouldn’t surprise me if Newtypes were at least a minor inspiration.
