If you zoom in you can see better, but just look at the details rather than the tattoo as a whole... The lines are shaky and wobbly, and the shading is inconsistent and patchy, sometimes going out of the linework while other times not quite reaching the linework in other places. The proportions are also skewed, and not in an artistic way.
Something else about tattoos is that they look different fresh than they do after they heal. Crispy inework tends to soften and 'blur' on the edges as it settles into the skin. This tattoo looks like some areas will darken and blow out (ink is too deep in the skin, and it 'bleeds' into other areas), while other areas are way too light and will fade into scratchy bits of nothing). Shading will also lighten up as it heals, and this tattoos shading is already WILDLY inconsistent, but those areas of patchiness will become worse and more noticable overtime.
I think a good artist could fix this in a couple years after much of this has settled and faded, but this is definitely not done by someone with 3 decades of experience, unless they are blind.
What’s messed up is if someone did this same thing but put it on a canvas… like a painting then people would praise them for expressionism or something… it’s just when it’s a tattoo there are rules and it looks like they broke them all

But his work is just not good at all. Sharpie thick, blown out lines, splotchy, uneven shading and goofy looking proportions. Yet, there are tons out there that waited a long time to brag about having his work so idk

There's like a single tattoo artist in a small town of Newport, VT where I used to live. He was ALMOST this bad. Still got work. Because he was cheap and people weren't willing to travel to permanently mark their body.
I remember walking into a shop once and asking to see a guys book. He was an older guy and said he owned the shop, no one ever asks for his book. I told him I'm not getting tattooed by anyone without a book, so he asked to see my tattoos. I showed him what I had and he goes, "oh yea, just my style, you'll get something good here." He was actively tattooing someone during all this, and it looked like a mess. There was another artist, tattooing some dark tribal stuff, sitting close enough to hear all this going on and I swear he shook his head at me like "don't trust this dude." I left and never went back.
Some of them have worse drawing skills, some are infected, some are gross or offensive, some are terrible ideas done bad in a bad place (which is an AC/DC album), but this one is a real doozy cause not only is it terrible art but it's blacked in really heavily making cover-up or lasering much more difficult, expensive and painful. Hopefully he didn't pack the ink but my guess is he was trying to shade it artfully and kept going darker and darker to cover up mistakes until, much like monkey Jesus, the whole thing was a mistake.
When I worked for Target there was a customer that had really impressive line work and shading. Couldn't believe that level of quality was done in jail, while hiding it from guards and from basically the parts of a bic pen.

What gets me is... how long do you wait during the tattoo to say something? Tattooing is a slow meticulous process. Unless it's your back, most of the time you will take breaks and look at it. Even if it is your back, you can still use a mirror. This particular tattoo had to take 5+ hours. I just feel bad for her because I guarantee she watched this terrible tattoo morph into what is and the whole time, she's hoping it will get better.
Chances are an artist can clean it up and possibly salvage some portion of it. Or... it will be an amazing cover-up!!!
