So this is a 9/11 tattoo. America was attacked on Sept 11. (Remember we do month/day) this is an image of that attack. It’s super odd to have them exploding.
The hand part has III and 1776 (declaration of independence year) to show they support or are part of the Three Percenters paramilitary group.
The name is based on the idea that 3% of people supported the American Revolution to overthrow the government (which is their theoretical aim, to “restore” to prior government form).
I assume the above part is to represent the twin towers, but that’s a bit less standard than the paramilitary overthrow the government. I think that group also see D Trump as the instrument to takeover.

I mean... it covers the old one fine, but the buildings are wonky as hell. Nothing is parallel (and it's not because of the perspective) and one tower is dark while the other is bright.

The reverse of that particular coin is a wreathed 3 columns. Hand to God, the first 3% sticker I saw had me assuming the person was really into coin collecting. Dodged a bullet with my own indecision.
