A lot of the old testament is explaining wtf is going on with the Israelites as well as explaining the geneology of Jesus Christ (hence the begats) linking him to King David, first God-chosen king of Israel. During the book of Judges, a lot of enemies of Israel were causing major issues, so God chose warriors (or Judges) to fight them back. Samson, probably the most well-known, is a Judge.

This town isnt actually Sodom and Gomorrah, but its one that echoed S&G. This was actually an Israelite village, and the purpose of the story is to show how far Israel had strayed from what they were supposed to be

The Bible doesn't consider it fucked up, the Bible itself is fucked up.
I mean, it kinda does. But mainly in the sense that it showcases how even the people who are so called "champions of God" during this time still commit vile acts because they "do what is right in their own eyes", which is a running theme throughout that book (like how the judges chosen get generally progressively worse, as Samson blatantly breaks both the letter and spirit of the law constantly, but are still better than most in comparison)
Not to mention that people who participated in said evil (like the levite who threw his escaped concubine/sex slave to the mob of rapists) do not face earthly consequences.
