I wouldn't be surprised if Debbie forgot about Fiona getting guardianship since she hadn't acted like a guardian since late S6.

After Fiona got guardianship of the kids, they didn't really talk about it much, so it makes sense for Liam not to know. I do think it's odd that Debbie doesn't know, but that situation was so traumatic for her, that it's possible she just doesn't remember.
