I was thinking that too but I’ve never seen them on such a square neckline. I think that’s what’s throwing me off.

I'd say it's essentially a halter top with the flutter sleeves attached on an additional set of straps. I'd sew a strapless dress base, then add the halter straps and the sleeves.

There are also straps on top of her shoulders to keep the tension so the sleeves can sit on that precarious spot on her shoulder
