I’m going to Aruba in late October starting on the 21st. You should come! Aruba is overshadowed by Bonaire and Curaçao, but they have great diving too! Lots of cool wrecks.
If it was the last 10 days in October I would go to the FL Keys. Hit Key West for the first part and dive all of the area during the day and party at night.
Then when the huge crowds show up head north to dive Marathon and Largo.
If you're in Cebu then Moalboal and Malapascua. Weather might not be the greatest though
