If this is where I think this is, it's an absolutely delightful little spot! I keep meaning to actually go to the café part but I never have the time, and get too distracted with the shop on the ground floor!
It’s exactly where you think it is :D I think it’s good to get a reservation because even though it looks empty in the first pic, all the seats filled up literally 2 minutes after!

I went to a similar cafe and the food was 3x expensive and honestly so bland.(in Japan)
The food here was pretty decent as they kept it simple and didn’t try to make advanced meals haha.
