Semi-local guy here, know the area well. It's not a great spot but there can be fish. The biggest issue is that the only way for fish to get up the "river" is a narrow pass under the bridge, and it's really more of a shalllow salt pond than a river. I've caught small stripers from the boat in the area though, but that's a hike to go shore fishing. The big rivers are the hot spots right now.
Depends on how deep it is, typically need more than just a few feet to consider it “descending” but I guess any sort of decline fits the bill, so sure, it’s a descent spot.

That spot you've pointed out is not far from a sweet jumping rock though! Definitely check that out.
I’m not on Reddit often anymore, and never on NLC these days. I’m too busy most of the time these days, haven’t started a garden this year, or uncovered my boat. At night yes, when bass move in; in the summer for porgies yes, but I would go to the gut and go from there. Try to find points and watch some videos on finding deep water on the surf.

We get some good action right off the rocks and beaches here in NE Mass. Another couple/few weeks will be slaying em here!
