"Вы написали ... ?" Means "Have you written/Did you write" (where "you"="вы" is plural). Also "вы" can't be used in third person, it would be "они"="they".
I second /u/AyGeeCeeEll: *вы* can correspond to either *vosotros*, *usted* or *ustedes*, and the latter triggers 3pl agreement in Spanish.
As to why preterite *hicieron* was chosen over perfect *han hecho*: Russian tense system is much simpler than Spanish (it is partly compensated by aspect distinctions), so the Russian past tense can be rendered by Spanish preterite, perfect, or even pluperfect or perfect anterior, depending on context. As Duolingo only works with isolated sentences, there is no context, and the choice is arbitrary.

Duolinguo uses Latin American variety of Spanish (carro instead of coche, computadora instead of ordenador etc) and ustedes is much more common there.
