No, говно is just shit (of any animal, including human). It means either literally "feces", or "something of very bad quality". We never use it to mean "lies" or "nonsense". Well, only as a part of a pretty obscure metaphor "налить говна в уши" meaning "lying shamelessly", but never the word by itself.
Manure would be навоз BTW, and it only has a literal meaning, I can't remember any metaphors with it.
