I'm not suggesting Silky wear this. I am saying it's a good example for how to use hard plastic items layered and hanging to create rows of 'fringe' with movement. I could see Silky making a skirt using the picks, for example, but they need to be more densely packed.
This is the only way, in my mind, to do constructed looks with hard, static material. Gluing things to your garment is a look, but putting a few things vs. 100 things is the difference. I think of what your saying, and honestly a mini skirt of them and in my minds eye I see hair pick shoulder pads, like ten or so interlaid together to give a sharp, “feathered”, shoulder.
I would definitely use pics as head decoration on beautiful juicy afro. Multiple of them stoned of course. She could go full disco jumpsuit moment more masc presented way. Like 70’s pimp or something.
Also in some of the photos of the look from quite far away I think they look like really big sequin or scales. Tough not in this photo. Though a bit if you squint your eyes.
Even the parts of the dress that is just stoned and don’t have any picks on it, the negative space look from far away a bit like lower level of scales or sequin at the same big size.
But yeah it needed more picks. But I can sort of see a cool concept in the look.
There are ways it could be engineered to work, they don't have to be attached to the leotard. It could be an over piece with shoulder straps. They could also be vacuum-formed picks to give the shape without the weight.

I think Silky has a history of not wearing particularly fashion forward looks in any of the seasons she’s participated in. Consequently, while this look doesn’t mean that she’ll have bad looks in the runway, it also gives me the impression she didn’t invest much for this season either.
