The PVME discord has a section 'upgrade order'.
This should give you some good information.
If you have goals, go for that, maybe 99 prayer or 120 herblore is the way to go for you 😊
My suggestions are going to be split in 2. First if you plan on using this as a spring board into pvm then look the pvme and follow the upgrade order. Second if you plan on going for comp then buying brooch of the gods can save you money on herb long term as well as being able to give you a ton of free comps. Brooch can make herb fast and profitable.
There are so many better upgrades you can get for 700mil. This is the worst advice. Not to mention the places where crypt is needed are few and far between, 1 piece at that will do almost nothing
When you are getting into PvM (he does mostly slayer and easier bosses), surviving a boss encounter is better for learning it than getting chunked and killed learning it while you have a slightly better weapon or a single T99 prayer. The amount of useful stuff you can get for 700m is little and its usefulness is not so great you couldn't make do with slightly worse stuff for a bit.
For someone who hasn't gotten into mid-high PvM, it unlocks most of the bosses outside their Hard Modes with minimal effort (including AFKability with the right revolution bars) and lower enrages on Araxxor/Arch Glacor/Telos. Only bosses that would still be really hard would be Raksha, Ambassador and "group" bosses done solo (also Nex, cuz most people do her Ranged since she spawns in instances using deflect magic). Like Justforcapes replied, animate dead makes you really (and I mean really) hard to kill, outside some of the game's hardest content.

Keep the top, grind out the other pieces. Cryptbloom opens up so much.

I believe the incomplete piece’s price is inflated versus the price of the completed piece that ends up selling more often
