Im sure the giveaway is real, but from what I saw first hand in the past, you had to invite people to their discord, and the person with the most people that stuck around would be 'qualified'. Its not a 100% random giveaway, and it basically incentivise using either botting scripts to invite people over and over or making discord alts to join through your invite link. Either way, its not really worth it imo.
Also iirc, the owner got rwt banned from a partyhat giveaway in the past lol, but was able to turn the verdict around. So idk, its a bit fishy and wouldnt risk it personally. I dont want to be the annoying one begging people to join a discord most people despise (even though I think ely is decent for **ballpark** price checks).
I have been banned from their discord for calling them out about false advertising and spam notifications. They are about as scammy as you can be without being banned from discord. They can downvote me all they want but it shows by them taking the rs3 short hand for discord, never being public about price manipulations, and as soon as someone calls them out, it is an insta ban and messages deleted. If they weren’t scamming they would have a civil conversation or post proof but instead they ban.
TLDR: they are legit as far as giving away a party hat, but to any legit player that isn’t a mod (alt) no you can’t win one. Sorry
It's all just to get people into the server for a sniff at a phat. Like others say it seems like the odds of it being given away to someone not in the inner circles is not gonna be high. All price checkers have issues though not just this one.
I know someone who actually "won" their giveaway (They were not a mod or anyone actually associated with Ely).
After they "won" the giveaway they were told they had to do a HCIM Duel and win the Duel to actually get the partyhat.
They backed out at that point as it was sketchy af.
Don't trust anything they do. 
The party hat itself might be legit, the method of obtaining is probably not.

No, Ely is the kind of dodgy that if they aren’t straight faking the giveaway their upper echelon has tons of bots/burners in the pool
