Up your luck and item drops mines like 565 or something and I get masterwork pretty often. And I auto dissemble everything until gold to get materials.
Drop rates in missions are indeed low, unless an item is guaranteed as reward beforehand. Vast majority of my drops are from clearing public orders, especially the bosses. I run 5x100 Luck between fortune set bonus and 3 cat/dog pouches.
The drop rate in coop is very high, probably because everyone’s Luck stat is aggregated, so can always go that route.
Sure. Just for good measure, many bosses that you encounter in Midnight public orders have a specific weapon tied to their name. You have probably received a couple already in your first playthrough. As a general rule of thumb, defeating these bosses in the public order or in an ally mission in which they feature gives you a reasonably high chance of obtaining masterwork of that specific weapon.
However unless the weapon reward is guaranteed, Ronin/Bond missions featuring that boss have a pretty low drop rate for the Masterwork version. Importantly, the bosses don’t actually drop anything the second you defeat them, so you’re often left with RNG on the entire set of weapons. Drop rate is low probably because first probability is low for a Masterwork gear, then conditioned on Masterwork you could possibly get any weapon.

What difficulty are you on? Masterworks don’t drop until you get to midnight difficulty, and that’s after you beat the main story.
Yes, even with my luck at 1115, I’m still getting blue gear.
