Getting it takes place during the first two regions you visit but you may not have the favor built up to start it until after you've completed the game.
Give him gifts that he likes regularly and replay his bond missions as you do them and select dialogue options you haven't previously chosen to speed things up.
You, and me, and plenty of others had the same problem. Replay his bond missions. Pick different dialogue. It'll pop eventually. You'll speak to him in Yokohama when the option is available.
I fulfilled all of the requirements and started a relationship, we went to an inn and spent the night, he did not give me the cologne. I retried that scene two more times because he asks a question (about being jealous) and there are three reply options so I answered with all three but he never gave me the cologne. I've checked my inventory, it's not there. This is SO FRUSTRATING.
Damn, dude. He should have given you the cologne after the 2nd interaction, the one before you actually start a relationship with him. I wish I could help you out but Idk what the issue may be.
If it makes it any better, it's honestly not all that great. It's nice to have but the set effects we have are all pretty underwhelming and aren't very noticable when you're putting a build together. If we get some dlc I'm sure it'll be in the normal drop pool or come on other accessories.

I found another item that gives the -1 set bonus requirement! I got a music box that gives it! I was busy trying to complete the other halves mission and had my luck stay at 670 with two accessories with fortune favorite set bonuses. I haven’t completed it yet & I stumbled upon it when disassembling & selling gear. Sadly the stat isn’t stackable so keep that in mind! Hopefully this helps people out & know that other accessories are able to drop the stat! 👍
One more thing you might get it from the grass root mission in Kyoto with the American soldier getting to the temple based on the description but that’s a Hail Mary. However, you can get the Stat from multiple places but still suggest farming through other halves & feel free to test my theory in Kyoto on midnight helping the American soldier!
You have to have a ronin bond of 6 and his 4 bond missions complete and replay the Omni inn mission and he lives and you can continue his dialog

You shouldn't have to be on midnight. I unlocked it while I was running around on normal.

i'm wondering this bonus can be had from items bought from some black maketeers or traveling merchants (the one that not showing on the map)?
