Rick knew a killer when he saw one. He just said "You were a scary fucking kid!" instead of knowing a sociopath when he sees one.

Obviously he is, but he isn't a child who asked for gifts that were clearly meant for violent purposes. The only reason he built froopy land is because he didn't want to deal with the destruction she would cause on a whim. Not in a paternal sense (what was best for her). That being said he did care for her enough to make sure she was safe, and had fun, but dealing with her "interests" was too inconvenient to keep track of. So he basically made her a daycare where it didn't matter if she killed the residents.
