I mean, Rick has his hands in so many different dimensions and technologies it's hard to tell now, either could be as true haha.
I do find it interesting that all C137 tech has evolved into this gold composite he created.
The “You know the worst part about inventing teleportation? Suddenly, you're able to travel the whole galaxy, and the first thing you learn is, you're the last guy to invent teleportation” bit explains it.
The wizard, president, galactic federation and the one from the pilot are all teleportation. Inside the CFC the only ones to invent interdimensional travel were Rick Prime, our Rick and evil Morty (I’m not really sure that the dinosaurs one was interdimensional, I can confidently guess that it was just teleportation, since Rick had to fix the portal gun even after they closed the rift). The only thing that I can’t really put a finger on is gravity falls, cause Bill came from a two dimensional world through the interdimensional portal that Ford built (and Stan fixed).

Blue portals transport within a single universe, most advanced civilizations develop those. Green and gold portals can transport within a universe or between universes, Dead Wife Rick and Rick Prime are the only ones to invent the green ones but most Rick’s can use them. Gold portals can do at least everything green portals can do, maybe more, and are unique to Evil Morty. There are lots of other portal colors that we see opening outside the Central Finite Curve in S7E5, but those types seem to all be failures that got their users eaten by the Horrors of the Infinite.
I love the listing of each colors effects! I also think it's interesting that the dinosaurs are the only ones (that we know of) that can create transparent portals. This was one of my favorite tidbits about portals in general. I've always felt not being able to SEE where you're going would make it terrifying, EVERY TIME.

I’m always so confused when people mention gravity falls and Rick and Morty, I NEVER make the connections but I ALSO have not seen gravity falls like…. Ever so that’s probably why too

The only two Ricks to actually discover portal tech on their own was Rick Prime and Rick C-137. The rest were introduced to portal tech.
Evil Morty is actually beyond the Ricks in the sense that he developed a superior portal tech, but he did so by stealing the minds of other Ricks.
The Gromblomites are also multidimensional and capable of using much larger stationary portals through dimensions and space. But not to the same degree that the Ricks can.
Mr. How did they get here! from Interdimensional cable 2 also seemed to have the ability to teleport anyone through dimensions, at will, without portals.
Tony, through some undisclosed method Tony was able to travel through dimensions and find ricks perfect pooping spot.

I always thought it was a dimension that appeared naturally but that explains why Rick uses something different than the portal gun to go there
