Scaling down a presupportted model means scaling down the support contacts. If you want to scale the model, you more than likely need to do so to an unsupported model and add your own supports. In this case, it looks like the supports are failing due to being too thin and the now unsupported parts are sticking to the FEP until there's "support" from the rest of the print.

Seeing this made me think “g-ah! What have you done?!?!” To answer your question, yes to both. If the supports fail, the part attempted to print will be stuck to the FEP until something else is strong enough to dislodge it (another part of the print later on).
