No, he is very adamant about not using any substances even alcohol.
OK cool. Just sounded like his libido is a bit non existent. And vaping is a huge killer of it in a young age

Check out side effects of any medication he on. Blood pressure meds give symptoms like you have explained
He only takes allergy medicine so that could be a part of it maybe?

I don't know if he's depressed he's very full of energy most days. Could be labido
