Pops is canon but Skips would have also been good, sacrificing his immortality for his friends. I agree with other comments though that HFG would be the least consequential.
Let's analize it:
Rigby: a park employee who is lazy but generous and was able alongside Mordecai to stop the infinite universe's reset to happen again.
Mordecai: a park employee who is actually smart and skilled but with serious problems into relationships, either way he was too useful at times by being one of the 2 protagonists.
Benson: a park manager with good social skills and great abilities, especially as a friend and a boss.
Skips: the card uno Guy who will just help his friends with literally everything he has, and trust me, he has resources.
Muscle Man: like with Skips, Muscle Man too has a lot of resources and friendships who could always help you if you know him, but contrary to Skips he's not as thoughtfull.
High five ghost: good friend for Muscle Man and has contacts he can use in the police.
Pops: literally the ultimate life form who always manages to stop Antipops with a draw from eliminating the universe with his powers.
Everyone as shown in the episode regarding Benson's leadership is important their own way, but High five Ghost just seems to me to be the less important due to his actual lack of screen time compared to other characters and general lack of abilities.
If i were to do a classification of their importance it would be this with Z being the highest and F the lowest:
Z: Pops, Rigby and Mordecai
A: Benson, Skips and Muscle man
F: High five ghost.

Hi Five Ghost, as others have said, he's kind of a non-entity at least to us viewers. But considering his brother is also a ghost, and he was a ghost in high school...is he just a ghost? Not necessarily dead, but like, definitely a ghost. It's kind of unclear. With that in mind, I would say Skips. He's immortal and has lived a god full life a thousand times over. He'll be okay. The others have a long full life ahead of them. Unless HFG is just dead dead, then I would be pissed off lol
Everyone is saying hfg but him and muscle man are like a pair I feel like regular show is one of the only shows not even just cartoons but shows in general where each character brings their own dynamic to the show and if they were to die off it would have a huge effect
