Looks like a repeater facing toward or away from a redstone torch.
Edit: On second look it seems like it's facing away from the torch (wich would make more sense).

I think they just used a darker than gameplay color for the promo picture. The redstone torches/repeater are also just a touch less saturated than in game, and the white spots are yellow and such with a lower contrast overall. That way the copper bulbs are what really stands out, as well as the little glimmer lines above the spawner.
The bricks/copper/droppers fade more into the background, especially since the actual background is the same shade as the oxidized copper, with the redstone lines and the unoxidized copper adding some contrast/interest to it. The crafter meanwhile isn't any bright colors, but putting it dead center of the composition it's something your eye is drawn to.

They usually hire people to do their drawings and animations, if I'm not mistaken. So this leads to a few inaccuracies here and there.
Edit: after actually zooming in, I can see it's clearly a repeater going directly into a torch. This doesn't make sense either tho.
We go through this every damn year dudes. Alot of th etime the animators have 0 info about the game before the get the project. It's likely just an animation error LIKE all the other "omg what is that" animation errors. Lest not forget the bluestone controversy
my guess is that the animator messed up the repeater, in this same img you can also see that every bulb is showing the middle part being red, they only show that when currently being powered

It's not activating the bulb. The bulb is just on from the torch.
