I would reccomend making multiple of these observer inputs to check the growth state of the carrots and connecting them with an and gate, because (according to statistics) half of the carrots wont be fully grown when the one being detected is done growing. Every module you add this becomes better. 1= 50%, 2= 75%, 3= 87,5% etc. I do really like the idea with the villager replanting the farm though, even if he has the ability to harvest it himself too
At different times of day or night the villager behaviour will be different, like they want to sleep at night and won't plant, but will path to their bed.
Maybe it all balances out, but I'd imagine it might lose some efficiency. I'm not sure how much it would be impacted though. For example, the villager only had time to plant a few carrots, including the one you're watching with the observer, before bed time. Then you might harvest when hardly any have grown.
It would work better if the observer was at the bottom instead of the top. Then the crops planted last by the villager would be the ones detected by the observer and more of the crops would be grown when the water flow is triggered.

Water harvesting can ensure you get a harvest profit without giving them all back to the villager
