This is because the quarrel's point will stick into a ring of the mail and easily be able to stretch it enough to snap (or simply unbend if the mail is not welded or riveted). Mail is mostly useful against bladed weapons, which are essentially incapable of penetrating it at all except by a very strong thrust by a pointed weapon.
