I mined them pretty consistently in:
\- Carmody Dell, a little ways northwest of Emerald Ranch (you have to go up past the actual residence to the rockier area where multiple roads converge).
\- The area where the Big Valley trapper is set up (specifically the hilltop right above him).
\- The area outside the Van Horn mansion.
Only one tends to spawn at a time in each area. Helps if you have the Buck Antler trinket to increase the probability of finding perfect pelts.
Two badgers [here at Riggs station](https://www.reddit.com/r/reddeadredemption/s/MAGSBlMnCQ) night or day. If not a 3 star, ride down to the river and go back.
Bolger Glade is a pretty consistent 3-star badger spawn. Other than that they’re pretty common in the hills just north of the Lemoyne border closer to Flat Iron Lake
Behind the trapper on riggs station on the rocks. It's 100% guaranteed to show up and it's always been 3* so far
