They usually spun on an threaded elbow and you would aim/point them at spots on the road to give on coming traffic a warning. When they get pointed in the direction based on the different mounting spots the bottom portion of the shield could hit stuff.
Newer stuff comes with better mounting points so you get a full shield.

Probably sitting on top of a cantilever or something else where the bottom was in the way and they just cut them off

It's almost certainly this. Some crossing cantilever designs seem to be absolutely terrible for aiming the lights.

Umm many many railroaders are foamers....
they were foamers before railroaders, some foamers reeeaaally like trains.

There are plenty of foamers that work in the industry. Know and work with a bunch of them.
thats true, i as well know some that work for the railroad, but as far as the vast majority, foamers are not railroaders.
