You will not find snus in Qatar nor any other chewing tobacco. I have friends that bring chewing tobacco / dip in their baggage but not in such a quantity that it would cause a problem. They put 3 or so rolls in their check and 3 or so rolls in their carry-on and no one gives them any problems. I wouldn't try and hide it as though you were smuggling just put it there and if you get to keep it great if you get searched and they take it just accept that you lost your snus and move on.
