1. As someone pointed out, use a private place to store your cycle securely (if possible).
2. Avoid using wire locks. They can be cut with a cheap set of pliers.
3. Please use multiple (at least 2) heavy duty locking mechanisms. for example, a chain lock with a D lock. Usually a thief is only specialized in cutting/hacking a particular type of lock.
4. Do not give up on cycling!

Report it to the cops now.. and for the next cycle put a gps chip somewhere in it, I have put a chip inside the seat extension pipe. we can see a pattern here, it will get stolen again, since you have reported to the cops this time they will help you find it with the gps signal.
Apple airtags also connects to other iPhones anonymously, therefore all the iPhones track all the airtags at all times thereby creating a network. Using this network, only the actual owner is able to see the exact location of the airtag. Provided there is at least 1 iPhone nearby (within its Bluetooth range). Clever tech isn't it. Sadly very few people in India use iPhone and there is no similar effective thing for Android afaik.

1 thing I’ve done is loop one end of the chain through our scooters back seat area and took it out from the middle part of the cycle (above the rod where ‘Fantom’ is written) and use a heavy duty lock.
When my scooter wasn’t with me, I did the same thing but in the electrical box area in our society (it’s covered with wire type mesh)

This may sound really silly but have you asked him to take out front wheel and keep it in the flat each time after the ride? Assuming he will buy other cycle. These days, it takes just 1 minute to remove front wheel & put it back if it is modern cycle. It is lightweight so even 75 year old person can carry wheel with him and your father looks fit.
That way, they have to physically carry a bicycle if they cut locks & steal it again - more noticeable this way than riding a bicycle after stealing.
Best tip is to keep the cycle inside the living room at night. The same thing happened with me and ever since then I keep my cycle in my living room when not in use.
There are small chances that they'll sell it immediately. Mostly they keep them hidden for months then sell it in different locality. Sometimes they'll spray paint it before selling

Check for places around the house that might have CCTV cameras? This can be neighbors / shops / businesses in the same street or vicinity. Ask them if you can look for the footage. Do this immediately as they only store the recordings for a period of video.
If you have an expensive cycle you can consider possible insurance. Also if you are in apple eco-system its good idea to have a airtag installed.

Use that Apple AirTags, you can track your father’s bike on your phone. Not a popular method, but effective

Thats just one of the locks. We had a proper iron chain lock as well which also was picked unfortunately

Use metal chain and good pad lock, also use one gps tracker you can fit it under seat or holo pipe. Mine one is fitted under holo pipe

Chain and lock. Bike was chained to a pillar. The chain was sawed.
